Short and to the point. In those day of Valette's painting all they had were dark, smoggy, smoky days.
I'm not familiar with this artist. It's one of the more somber Impressionist paintings I've seen.
I think we know the back-alleys better than the streets.

Certainly if i saw the world that way all of the time, i'd feel very somber and sad and hopeless.
